Dr. Costis Toregas is one of the foremost experts today on technology's use in government. He developed the term Orgware to counterbalance the impact and perceived importance of Software and Hardware, instead focusing on the organisational aspects of technology deployment.
Over a 40 year career, he has driven elected and appointed officials and industry leaders to rethink how technology can help create innovative conditions for improving the lives of all residents of the world's rapidly urbanizing regions. He was president of PTI, the network for innovative US local governments from 1984 to 2004, where he pioneered public-private partnerships in key urban product and service areas.
Most recently, he has facilitated discussions in Access, Disaster Management and Community Sustainability and Resilience at global level, and has advised many organisations and government agencies on topics as diverse as cyber security, empowered leadership and enterprise-wide data uses.
He has a PhD from Cornell University in Environmental Systems Engineering, and is the author of articles on a variety of topics including facility location, local administration, public sector entrepreneurship and collaborative, cross boundary leadership.
